The significance of this study is to analyze the effects of students`` volunteer service on their public consciousness by considering their persistence. This research is based on the survey of the first, second, and third-year students of Kwang Myoung High School in Busan, South Korea in May 2009. Its primary analysis is as follows. First, the more the students`` experience of participating in volunteer works, the better their understanding and preservation of basic democratic procedure and their respecting of human dignity and social participation. Second, their willingness to continue volunteer activity also positively affects their understanding of democratic principles as a citizen and their supporting of human dignity, social participation and reasonable decisions. The analysis of the factors for students`` motivation and their reasons to continue their volunteer activity shows that their willingness for their volunteer service have positive effects on forming their identity as a democratic citizen. Therefore, more consideration and care are needed to help teenage students form their identity as a citizen in a democratic society. Conclusively, youth volunteer service can be a basis for a meaningful activity to build up teenagers`` democratic civil awareness as a member of the society. It is needless to say that the development of a democratic country depends on the nurturing of a good citizen. This requires the discussion for preparing the effective and various programs for volunteer activities, which used to be regarded as a simply formal activity.

The goal of this study to provide highly practical model to regulation agency. Since nuclear power safety regulation has different characteristics, compared to general regulation, it is important to have new point of view and approach. But application possibility for regulation that guarantees the ‘perfect safety’ is very low. Therefore, it is important establish nuclear power safety regulation that is realistic as well as safety securing. In order to establish high quality regulation, evaluation of existing regulation must be done first. Thus in this study, 6 standards to evaluate existing regulation are suggested. They are clearness, efficiency, flexibility, reliability, responsibility and political consideration. Also, strategies to complement the weak points of regulatory governance, regulatory sunset, regulatory map, regulatory negotiation, regulatory benefit-cost analysis, etc. These strategies can be applied all in one regulation, and can strategically be selected for application. After analyzing the result if case analysis on nuclear furnace regulation for research study, agreement was made that it is most efficient to consider in the order if clearness reliability, flexibility, confidence, political consideration, administrative efficiency and economic efficiency.

The purpose of this study is to analyze how superiors`` leadership style influences civil servants`` organizational commitment positively among the factors to explain individuals`` job behavior. The results of this study can be summed up as follows: first, transactional leadership, authentic leadership, and ethical leadership exhibited by superiors have effects on improving civil servants`` organizational commitment. Second, transformational leadership and super leadership exerted by superiors hardly influence the improvement of civil servants`` organizational commitment. Comparing these results with those of advanced research, we can see that the leadership styles that can be operated in the public sector tend to be different from those operated in the private sector. This implies that it is necessary to conduct systematic research on how to develop leadership in consideration of the distinctiveness of public organizations in academicㆍractical dimensions afterwards. Furthermore, it is expected that this will contribute to the theory of organizational behavior in the public sector as well.
